The Chongqing Oil and Fat Chemicals Factory and other enterprises have repeatedly taught and stolen the Jialing River and once again discovered a lot of foam pollution
Since late October, a large amount of white foam has reappeared in the Chongqing section of the Jialing River, reigniting concerns over pollution that had been under control for over two years. After an investigation, authorities identified a group of chemical and electroplating companies as the main culprits, including some "conventional offenders" previously linked to environmental violations in the area.
The Jialing River, a major tributary of the Yangtze River and a critical source of drinking water for Chongqing, has faced repeated challenges from illegal waste discharge, sewage leaks, and riverbank pollution. These issues have led to dangerously high levels of organic pollutants in the city’s water sources, making it a national priority for environmental control. In response, the Chongqing Municipal Party Committee and the government launched a series of measures, including relocating chemical factories away from the urban core and upgrading production processes, which initially improved water quality in the river.
However, in late October, white foam began appearing on the river surface, stretching for several kilometers. On October 24, staff from the Chongqing Environmental Protection Bureau arrived at the scene and discovered a significant foam pollution belt floating along the river. Further investigation revealed that the pollution originated from a municipal sewage outlet in Maoershi. Following a night-long inspection, law enforcement confirmed that three companies—Chongqing Yongguang Electroplating Factory, Chongqing Grease Chemical Factory, and Chongqing Black Cat Jiekang Daily Chemical Co., Ltd.—were responsible for the incident.
During inspections, it was found that wastewater from Chongqing Black Cat Jie Kang Co., Ltd. contained anionic surfactants at concentrations 203 times higher than allowed. Similarly, the Grease Chemical Factory discharged wastewater with anionic surfactant levels exceeding 150 times the standard. Moreover, since May this year, the factory had illegally transported two barrels of sewage to the treatment plant while discharging the rest directly into the river.
This is not the first time these companies have been involved in pollution incidents. On January 16, 2003, this newspaper reported similar violations by enterprises such as Chongqing Oil Chemical Factory, Chongqing White Cat Co., Ltd., and Chongqing Yongguang Electroplating Factory. Now, after more than two years, some of them are once again behind the latest pollution episode.
A representative from the Chongqing Environmental Protection Bureau stated that the monitoring report for the incident has been completed, and formal penalties for the three companies are still pending official procedures, including identification and hearings. Given the severity of the violation, some of the companies will not be allowed to escape consequences, and they will face strict punishment according to environmental regulations.
