Why the Environmental Protection Department Adapts to Pollution Behavior——An Investigation on the Difficult Condition of Pingdingshan Illegal Coking Enterprises
In a recent interview with Pingdingshan City in Henan Province, a reporter found that the Pingdingshan Coking Enterprise Group, which was supposed to be fully rectified by the end of June this year, is still operating without any signs of shutting down. According to the investigation, the local environmental protection department appears to have turned a blind eye to the issue.
Pingdingshan, often referred to as the "Coal Bunker of the Central Plains," holds 10.3 billion tons of coal reserves, making it the largest coal storage area in East China and Central and South China. This abundant coal supply has fueled the growth of coking enterprises, many of which are unscrupulous and operate in violation of environmental regulations. Within a 1-kilometer radius of the Zhuilian Fulian Washery Coking Plant in Shilong District, several coking companies have quickly emerged, including Pingdingshan Hongyue Coal Chemical Co., Ltd., Pingdingshan Juyuan Coking Co., Ltd., Pingdingshan Baoyuan Coking Co., Ltd., Pingdingshan Dongxin Coking Co., Ltd., and Pingdingshan Hongjian Coal Chemical Co., Ltd. These companies are part of the larger Pingdingshan Coking Enterprise Group, one of the eight key areas for environmental pollution control in Henan Province this year.
According to the "Implementation Plan for Environmental Pollution Control in the Coking Industry of Pingdingshan City" issued by both the provincial and municipal governments, all enterprises failing to meet emission standards must cease production by the end of June. This includes halting power supply to such facilities. However, during the reporter’s visit, the industrial park was still active, with visible smoke rising from small chimneys on nearby hills, indicating ongoing burning of coal gas—commonly known as “daylight.†The sky was covered in gray smoke, and black and yellow fumes were constantly visible around the plants. The air was filled with the sharp smell of sulfur dioxide, and dust frequently fell from the sky.
Further investigation revealed that the Pingdingshan Environmental Protection Bureau issued guidelines stating that furnace heat preservation should be considered as a form of shutdown. However, the provincial government's "Comprehensive Environmental Pollution Control Plan for the Coking Industry in Pingdingshan City" clearly requires that enterprises unable to meet emission standards must stop production entirely. There is a clear contradiction between these two documents regarding what constitutes a "shutdown."
A local official, who wished to remain anonymous, explained that most of the coking enterprises in Pingdingshan are privately owned and require significant investment. Shutting them down suddenly would cause severe economic hardship. Additionally, some of these companies are local investment projects, and closing them could lead to heavy losses for both investors and the local government.
As a result, the environmental protection bureau has not enforced the required power cuts to these illegal coking enterprises, allowing their continued operation and failure to implement comprehensive environmental reforms. This lack of action highlights a serious gap between policy and enforcement in the region.
