Shandong's agricultural capital goes from "fighting" to "checking"

In this year's spring farming season, Shandong Province has shifted its focus in agricultural supervision from "fighting against counterfeits" to "verification and inspection," aiming to prevent misleading advertisements and strictly regulate the market to combat substandard agricultural products. This move reflects a more proactive approach to ensuring farmers are not deceived by false claims or poor-quality materials. According to data from the Shandong Consumers Association, the province received 7,797 complaints about agricultural production materials last year, making up 11% of all consumer complaints. This represents a 16.16% increase compared to 2004. The proportion of counterfeit products among pesticides, fertilizers, and other agricultural inputs has reached as high as 17%. Some unscrupulous traders have been exaggerating product benefits, expanding usage scope without justification, and using misleading terms like “miracle,” “high-efficiency,” or “long-lasting effect” to attract farmers. The problem is particularly severe. For example, on August 13, 2005, the industrial and commercial authorities seized a batch of compound fertilizer from a company in Liangshan County. While the label claimed a nutrient content of 45%, the actual tested value was only 26.78%. Some manufacturers even mislabeled their products, such as labeling complex fertilizers as compound fertilizers, or falsely advertising potassium sulfate-based fertilizers when they were actually chloride-based, with chlorine content exceeding 30%. To address these issues, the "Red Shield Protecting Farmers" campaign in Shandong has now shifted its emphasis from combating counterfeiting to conducting thorough checks and verifications. During the spring plowing period, the industrial and commercial departments will conduct special inspections of advertisements for agricultural products, including fertilizers, pesticides, seeds, veterinary drugs, and feed. Any exaggerated claims, false information, or misleading visuals in these ads will result in economic penalties under the Advertising Law. Additionally, local industry and commerce departments have carried out comprehensive inventory checks at agricultural material markets and distribution centers. They have also urged agricultural resource management units to maintain clear records of product inflows and outflows, ensuring traceability and accountability. Before selling, products undergo strict inspections, and samples are kept for future reference, strengthening quality control throughout the supply chain. This effort aims to protect farmers' interests and ensure the integrity of the agricultural market.
