Shandong's agricultural capital goes from "fighting" to "checking"

In this year's spring farming season, Shandong Province has shifted its focus from "fighting against fake products" to "checking and verifying," aiming to curb misleading advertisements and strictly regulate the agricultural supply chain to prevent the sale of substandard agricultural inputs. This move comes as a response to growing concerns over the quality of fertilizers, pesticides, and seeds, which have been plagued by fraud and misrepresentation. According to data from the Shandong Consumer Association, the province received 7,797 complaints related to agricultural production materials in 2005, making up 11% of all consumer complaints. This marked a 16.16% increase compared to 2004. Notably, as much as 17% of the inspected pesticides and fertilizers were found to be counterfeit or substandard. Some unscrupulous traders exaggerated the effectiveness of their products, using misleading claims such as "superior," "high-efficiency," or "long-lasting effects" to deceive farmers. For example, on August 13, 2005, authorities seized a batch of compound fertilizer in Liangshan County that was labeled as containing 45% total nutrients, but upon testing, it only had 26.78%. Some manufacturers also mislabeled complex fertilizers as simple compound fertilizers, while others falsely advertised potassium sulfate-based fertilizers when they actually contained high levels of chloride—up to 30% or more. To address these issues, the "Red Shield Protects Farmers" campaign in Shandong has now shifted its emphasis from combating counterfeits to conducting thorough checks. During the spring plowing period, industrial and commercial authorities are carrying out special inspections on advertising for agricultural products such as fertilizers, pesticides, seeds, veterinary drugs, and feed. Any false or misleading claims in advertisements will result in economic penalties under the Advertising Law. Moreover, local industry and commerce departments have conducted comprehensive inventories of agricultural material markets and distribution centers, ensuring that all products are properly tracked with clear records of entry and exit. This includes pre-sale inspections and keeping samples for future reference, reinforcing accountability and transparency throughout the supply chain. These measures aim to protect farmers from deceptive practices and ensure the quality and safety of agricultural inputs.
