Two months later, Ma Kai, the vice premier of the State Council, once again visited Shenzhen to investigate the promotion of new energy vehicles and hosted a working conference on new energy vehicles. This released a strong signal that the central government has resolutely broken the "hard ice" of new energy vehicles. At the same time, Minister of MII, Miao Wei, recently revisited the issue of “local protection” in the promotion of new energy vehicles in an interview, and directly criticized some cities for “not allowing plug-in hybrid vehicles to come in”.

Prompt local government

“Unknown, some city leaders are still watching.” Ma Kai pointed out in Shenzhen that there are still many problems in the current development of new energy vehicles, including the lag in the construction of charging facilities, profit model has not yet formed, supporting policies need to be improved, local protection urgently Break, product cost performance needs to be improved and so on.

Many government departments participated in the new energy automotive work conference, including the State Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Industry and Information Technology, the Ministry of Finance, the Ministry of Housing and Urban-Rural Development, the Ministry of Transport, the National Energy Administration, and the People's Bank of China and China Banking Regulatory Commission, and other directly subordinated departments of the State Council, including Beijing and Shanghai. High-level officials from 19 provinces and cities, including Guangdong, also participated in the conference and covered a wide range.

In January of this year, Ma Kai visited Shenzhen, Hefei, and Wuhu to investigate the development of new energy vehicles and inspected 10 companies including BYD, BAK, JAC, and Chery. At that time, Ma Kai clearly stated that it is necessary to fully implement the energy-saving and new-energy automotive industry development plan, and in accordance with the requirements of market-led, innovation-driven, key breakthroughs, and coordinated development, give full play to the main role of the enterprise and make a determined effort to engage the new energy automotive industry.

Ma Kai also stressed four principles that the country has adopted for the development of new energy vehicles: the national strategy for the development of new energy vehicles will remain unchanged; the strategic orientation of pure energy for the development of new energy vehicles and the transformation of the automobile industry will remain unchanged; energy conservation and new energy will be determined. The planning objectives of the automobile remain unchanged; the policy orientation of government policy support remains unchanged. This statement has sent a clear signal to the market for the development of new energy vehicles.

"I had a lot of gains in the inspections in Shenzhen and Hefei in January this year." Ma Kai said, "To develop new energy vehicles, we must strengthen our determination, strengthen our confidence, conscientiously sort out the crux of the matter, and do our job."

It is understood that the major achievement of this new energy auto work conference is to implement the major measures and to "strive hard work." Ma Kai proposed eight things to do at present, including strengthening organizational leadership and overall coordination; accelerating the construction of charging facilities; guiding innovation in business models; increasing the use of public transportation, public transport, public services, and taxis; and perfecting the policy system; Resolutely eliminate local protection; increase product research and development efforts; create a good environment, and clarified the responsibilities of local governments and relevant ministries and commissions in pilot cities.

Minister of Industry and Information calls for market opening

Driven by the high-level central government, a major obstacle to the industrialization of new energy vehicles is that the “local protection” issue is gradually breaking the ice. In recent days, major cities such as Beijing and Shanghai have liberalized foreign brands to market when they formulate new energy vehicle promotion measures. This has greatly promoted the release of market demand.

According to the data released by the CLUCC, in February this year, the new energy vehicle market achieved a total sale of 1,738 vehicles, which represented a slight increase in sales compared to 1,682 vehicles in January. Among them, BYD Qin won the month's sales championship with 834 vehicles, Chery QQEV ranked behind 502, BYD e6 ranked third with 238, followed by Toyota Prius and GM New LaCrosse hybrid. According to BYD sources, in February, Qin sold 834 units and e6 sold 238 units, a total of 1072 units. BYD took an absolute lead to sit steadily in the championship of sales of new energy vehicles. Since its listing in December of last year, BYD Qin has already booked more than 6,000 vehicles.

However, the hot-selling BYD Qin is not yet able to enter Beijing, because Beijing's promotion catalog does not include plug-in hybrid vehicles. At the same time, Beijing and Shanghai have not made explicit local fiscal subsidies for some foreign brands. This is also seen as "local protection" still not fully opened.

Miao Miao, Minister of the Ministry of Industry and Information Technology, said in an interview recently that local governments have enthusiasm. Based on subsidies from the central government, the local government will use some money subsidies again. This enthusiasm needs to be protected. After the new round of subsidy policy came down, it required the sales of new energy vehicles in the field to account for more than 30%. However, local governments are often not directly protected but have learned to set technical barriers to trade from international trade. "For example, if the test is 50,000 kilometers, it must stipulate 55,000 kilometers and repeat inspections. For example, if electric vehicles are plugged and mixed, electric vehicles are used, in some places, local companies can only produce pure electric vehicles. Do not allow plug-in hybrids to come in."

Miao Wei said that the removal of these barriers should be step by step. The Ministry of Industry and Information Technology has already made a request and is also preparing to organize a pilot city promotion and introduction meeting, “calling everyone to open up the market”. “I have also been in touch with some local government leaders. I say that in reality the result of protection is the protection of backwardness, which has come in two 'catfish' and is also promoting the development of local companies. They gradually began to accept this view.”
